Hmm. I don't know about that. A propeller is intended to "propel" the thing to which it is attached. An impeller as in a pump, moves the fluid, not the thing to which it is attached. One moves the thing to which it is attached, and the other moves the fluid that flows through it.

Propeller is used in ship and air craft for to get the motion.
