I have never heard of a 'painting licence'. Where did you hear that you need one for painting houses.

Hi: Depends on the state you're in actually. In order to enter into a contract between you and your customer, you need to write up an estimate/contract. For this to mean anything, and be legally binding, you need to be a licensed contractor. At least this is the case in many, many states. If you're licensed, you're protected and the customer is protected because you'll also need an insurance bond. Licensing in WA. States place at the state level and then a business license is obtained in the particular city you're in (contact city hall).

I'm sure there are other states where no licensing is required of contractors... call your state department of licensing and they'll tell you quick enough... good luck!

I know this is an old question but just to set the record straight, there is no such animal as an "insurance bond". Granted, contractors need insurance and contractors may or not need a bond but bonds(surety bonds only not fiedility bonds) and insurance are completely different -- insurance is insurance in that you do not need to pay the ins company back if you incur as loss while surety bonds are "extensions of credit" and if one is in default on a surety bond, one is legally obligated to pay back the bond to the insurance company.
