Can I stay in an apartment that I gave 30 day notice for if my other apartment is not ready

Legally, no. You may be able to talk to the landlord about it, and if no one else has rented it, they may allow you to hold over. But if they have rented it to someone else already, you will have to vacate at the end of the lease.
