Why so GFIs require a separate neutral for each one?

A GFI measures the current flow in both the hot and the neutral. If it sees a 5 milliamp or more difference between the wires, it assumes a ground fault and shuts off.
So both the hot and neutral of a circuit must run through a GFI device to achieve this comparison.
