4.8x10 with the power of 9

you can use the rule \frac{a^b}{a^c} = a^{b-c}
\frac{4.8*10^9}{2.4*10^{-3}} = \frac{4.8}{2.4}*\frac{10^9}{10^{-3}} = 2*10^{9-(-3)} = 2*10^{12}
