Every time there is a heavy rain water comes up through the floor against one wall. I also have a problem with standing water on half of my yard. Are these connected or 2 different problems. Yes, I have a french drain

Sounds Like The Drain Is Either Broke Or Clogged, Is This A Slab Foudation, You Also May Try And Dig Out Where The Water Is Coming In And Water Proof The Foudation Down The Footings,

It sounds like you live in a pretty wet place. The fundamental solution to the standing water in your yard is to repair the grade (slope of the terrain) and provide a slope, drain or swale that carries the water from the rear of your yard... down one or both sides of the house and out to the drainage system (curb, gutter or trench) that was provided by the agency that built or maintains the road. As far as the water that comes up through the floor is concerned... repairing your yard's grade could very well solve the problem... if water is standing in your yard, even if it's not directly connected above ground to the area where it enters the house, is evidence of over-saturated soil and the water that would normally evaporate or flow at a level that wouldn't get the floor wet doesn't have anywhere to go but up. Depending on the type of foundation that your house has... you can consider installing a "stem wall" which is a small (usually 6 to 12 inch high), vertical, concrete extension of the slab foundation usually surrounding the perimeter and intended to keep exterior water/moisture from finding its way to the interior. Stem walls are often used in garages, where the slab floor is below exterior finished grade.
