I've never seen the commercial, but I did a quick Google search:
"Kate" by Sambassadeur

I found another song that it might be from a different payless commercial:
The song may be “Just One Kiss” by
The Red Romance. The song can be listened to at www.myspace.com/theredromance (http://www.myspace.com/theredromance) Good song regardless. Hope this is it.
