Does time move relative to space?

Time is the fourth axis on the height/width/depth/time graph.

I'm not really sure what you mean. Can you elaborate?

Time is a component of space-time , what makes it impossible that time move relative to space? (for example : watch arm is a component of watch , but it moves relative to the other components of watch)
