This morning when I went to turn on the cold water, it doesn't work but when I turn the hot on it does. It's the same in the entire house, including the hose bibs, with the exception of my daughters bathroom sink. We've since turned off the water to the house. Is this a burst pipe?

If it were a burst pipe, you probably would have noticed a lot of water damage by now...

I can think of two possible easy problems that could cause this:

1) there's a house shut-off valve somewhere, for the cold, which is shut. If your daughter's sink was added later, it's possible that it bypasses this valve.

2) There's a lot of crud/sediment plugging up all of the aerator screens in the rest of the house. No, scratch that... there's no screens on the hose bibs, so...

Hmm

I suggest you find your service entrance (where the city or well-pump water comes into the house) and start tracing there. Obviously there's good pressure at least to where it T-s off to go to the water heater. Try opening each valve/faucet along the way, starting from your main house (service entrance) shutoff, until you find the first place that has no pressure.

Usually, these kinds of problems are triggered by something... have you had any work done or had any other problems or unusual events recently?
