I have a clogged toilet, I've tried plunging but it won't free it up. If I remove the toilet to free the clog, can I reuse the wax ring?

No. Never re-use the wax ring. Get a snake ( router tool), and snake it out.

Yep, you need to snake it... some people call it a "closet auger" and you can rent them..
