Hi, I am moving to Dubai in August and I want to bring my laptop with me. The electricity supply is 220/240 volts AC, utilising 13 amp sockets with 3 square pin plugs. I currently live reside in Dublin which has different voltage. It's a dell laptop - input 19v

Dell's (or laptops for that matter) generally come with a dual-voltage power supply system. This is practically a defacto standard now-a-days for laptops. It is rare to see a laptop power supply that doesn't support dual voltage.
Take a look at your power supply and you should see INPUT and OUTPUT voltage. The OUTPUT is what goes to your laptop. The INPUT is what comes from the wall. It should read for INPUT 100V-240V and 50Hz or 60Hz. If it does then you should be good to go.
