I have an 88 Honda Civic and when I start it when it is cold, the engine will race. If I briefly turn off and on the key, it drops down to normal idle, then will again race after a bit. Sometimes it will die at a stop light and I have to turn the key off then on and it will then start. Suspect a computer reset.

I suspect the problem is a dirty or malfunctioning Idle Control Valve. Could it be anything else? Will cleaning it solve the problem?

I agree with your assessment. Try cleaning the IAC Valve and adjusting the idle rpm. See if this helps:

If that doesn't solve the problem check your igniter and coil. AutoZone and O'Reilly Auto can do this for free. Make sure your fuel filter and plugs are in decent shape, too.
