Hello, when I first start the car it can Rev up once past 4000RPM. Any time after that it will not past 4000RPM and it will fluctuate. If I turn off the car and restart, it will past 4000RPM as if I'm resetting something. I recently changed these parts:

Throttle body
Throttle Position Sensor
TDC Sensor
V-Tec Solenoid
Timing Belts and Seals
Exhaust Pipe (Used)
Transmission and Torque Converter (used)
CPU (used)
Spark Plugs, wires, rotor and cap

All this work was done at Honda and they cannot diagnose this RPM fluctuation problem.

I will appreciate any help.

Thanks

I believe replacing the Ignition Control Module (igniter) will solve your problem. Here's the explanation:

Here's how to fix it yourself:

Personally, I would replace the coil and the rotor, while you have the distributor open.

You have, obviously, spent a lot of money recently to maintain your Honda. To ensure that you get your money's worth out of your car, I suggest you read the following link on recommended maintenance:

I don't know what model accord and engine you have, but here's what igniters look like:
