Try White Pages, Yellow Pages, Maps and Directions on AnyWho (http://www.anywho.com)
And select "Reverse lookup", Enter info and go from there.
Sorry missread before posting.
Easier if you had Friends name.
Above, was for Knowing number.
Property appraiser for your county would have homeowners(friends) name, by the address.
Depending on your resources, May be easier by name?
On the internet you can buy about any info. You can purchase CD of "Do Not Call" List, of the Numbers of people who DON'T want to be called. I hate It.

Why would the police waste their time on this?

411.com is another one you can try. There are lots of these sites, just don't bother with sites that ask you to pay.

If I were trying to locate a relative quickly,
I think the police do that for a living... DUH

Umm no. What the police do for a living is catch lawbreakers. They also try to prevent crimes. In between doing that, they may help a citizen by giving directions or finding missing persons. But, with the latter, they aren't going to do anything unless evidence of a crime exists.
Under NO circumstance would any police department deliver a message from a friend. They are not delivery boys. And they have no idea whether the person claiming to be a friend is not a bill collector or whatever.

Before asking the police to be your delivery boy - why not just send your friend a letter and ask him to call you or send you his phone number? You probably also have other friends in common - why not ask one of them?
Or is this "friend" not really a friend?

Sometimes directory assistance can help you.
