What are the steps to install a ceiling fan in a location without power?

It is different for differernt ceilings and access, If accessible from the top(atttic) and wood trusses, then:
Get an "Approved" Fan box, Locate fan location, avoid truss and nailers, determine
length of 4X4 needed. Cut opening for box. Secure 4X4 above drywall ceiling? so when done, box is flush with ceiling. Have "Smurf"(ENT) or romex attached and fish down to switch location. Above or near a recpticle can help. Also, if conduit is used in a ceiling fixture, connect fan wire to there and use conduit to pull wires to switch location.

Basically, yes. You have to install a fan rated outlet box, mounted to a brace or a joist, with power in it. Easy if you have attic access, harder if you do not.
