It could be just harmless bumps but if your really concerned go straight to the vet

They could be from some kind of a bite. As long as they aren't growing, show them to the vet next visit.

It could also be the bones of the dog's skull. I know when I scritch behind my dog's ears, there is like a socket between the ear and a protuberance in the skull where she really likes it.

darniboy, What type of dog do you have? I have noticed that some dogs have bones that stick up on top of their head in the center of it. Lol some country people say the more prominent the bone the smarter the dog, usually they are referring to hunting dogs. :)
