How long should a bank retain atm envelopes for?

Like ones that you put in the machine or the empty ones that haven't been used yet?

You need to explain this further. Generally the envelopes you put your deposits into are not kept at all. There is nothing on them to justify keeping them.
So what is the real issue behind your question?
