Ok need help here, the furnace is blowing air but it is warm and the outside AC unit is not running. The fan doesn't spin, and no noise from it at all. I replaced the fuses and they were fine and I checked the breakers and they were fine also. I am wondering if the whole unit is bad or what might be going on

You need to check for 24 volts at the outside unit. There has to be a 24 volt supply from inside to tell the unit when to turn on. I would check for that control voltage first by tracking it down and seeing what is not working. You will need a meter to do this work. There is also 220 volts outside so be careful.

A good way to see if it's a control issue is to manually push the contactor with a screwdriver... If the compressor kicks over and the fan turns.. then it's the 24 control system... Does this condenser have pressure switches?

Pushing a contactor with a screw driver won't tell you anything, and it is dangerous info to give an amateur.
