I'd use a foaming bathroom cleaner and let your son scrub it with a stiff brush after soaking for about 10 minutes. He contributed the scum so now he can learn to help you keep house.

Thanks again! I have tried frequent cleaning but do you think there is a possibility that it could be the toilet bowl leaking from under. How can I figure out what it is?
Thank you.

It could be the toilet leaking but, if it is the toilet, you will see some evidence of moisture soon after cleaning. Try laying a piece of toilet paper againist the base of the toilet. Tom, our star plumber, tells us it's the best moisture detector around.
