Do a web search for heated floors, there are several that offer these systems. They are somewhat tedious to install, getting the mat properly mounted, bringing the feed wires to a power source and thermostat.

Check out: Nuheat: The leading radiant electric floor heating system manufacturer. Under floor heat for a warm floor. (http://www.nuheat.com/) and Warmup | Radiant Floor Heating - Radiant Heat for a Heated Floor (http://www.warmup.com/)

And review the installation instructions to get a sense of how these are to install, and do not hesitate to get back with any specific questions on these systems.

Tk was being nice when he said tedious. Many of these floors come as a kit and you won't do any work from below. The last one I installed goes between the tile and the sub floor via mounting in a bed of ceramic tile mastic. As Tk points out the hardess part of the job is getting your supply line to a convenient location.
