A Florida law prohibiting sex change operations for minors was ruled to be unconstitutional by a nutty judge.

Hinkle of the U.S. District Court for the Northern District of Florida, Tallahassee Division, wrote in his opinion. “But they are not free to discriminate against transgender individuals just for being transgender. In time, discrimination against transgender individuals will diminish, just as racism and misogyny have diminished. To paraphrase a civil-rights advocate from an earlier time, the arc of the moral universe is long, but it bends toward justice.”

trouble is that what you call counselling the activists call "affirming " . Ron is right There should be a ban on mutilations until a person becomes an adult . Then if that adult decides to graffiti their body ;stick pins in orifices ; or mutilate their sex organs then let them . Just don't require me to pay for it ,
