Dems never take no for an answer
Coming closer to universal socialist health care was the goal of Obamacare (aka ACA )
So when SCOTUS ruled the individual mandate of ACA unconstitutional you would think that was the end.
Not so fast Clueless has a plan.
Many people who can't afford health care on a regular basis sign up when they need it . What they purchase is called short-term, limited duration (STLD) policies .
It is a smart deal that insurance companies and their customers devised .
Clueless calls them a scam and " junk" ;and as you know he is on a crusade to crack down on "junk fees". Originally Obamacare restricted these short term polices to 3 months . Trump expanded them to 12 months with renewable to 3 years .

This restricts choices (I thought the Dems were all about choice ). Individuals will be forced to either have no insurance or to sign up with a long term plan. It is a back door mandate
The Dems had their panties on fire when SCOTUS recently declared that Clueless could not dictatorially forgive student loans without Congressional authority (even Madam Mimi had said that was so before she got the memo from the swamp)
Undeterred Clueless is determined to give a freebee to what he sees as a critical voting block in 2024. First he tried it under a covid law. Now he is going for it under the Higher Education Act (HEA)
Plan B is same old same old It ignores the essential point of the SCOTUS decision to make his 1st attempt unconstitutional The 'major questions doctrine ' says that executive actions with major consequences require approval from Congress.

This buys him more time as I'm sure this decision will also make it's way up the court docket. No doubt plan C is already on the table.
