Cybersecurity and Infrastructure Security Agency (CISA) is a concoction of Homeland Security . The House 'Select Subcommittee on the Weaponization of the Federal Government' has published a report on the sub-agency.

The CISA tossed about an idea of sending "rapid response teams to localities to fend off "mis- dis- mal -information". (MDM)
They are the government censor's tip of the spear . They are the principle coordinators between government agencies and NGOs to monitor social media and suppress speech based on the claim the information is false or an inconvenient fact.
They justify this suppression ;domestic spying and censorship under the guise of defending cyberspace from foreign MDM and terrorist threats .
This had a huge impact on the 2020 and the last election according to the report .
In doing this they dismissed concerns that they were targeting American's speech rights. The report points out specific cases like a take down of a Sen Ted Cruz posting.
The report chilling claims that CISA knew their domestic spying was wrong ....“routinely attempted to conceive methods” to “surreptitiously outsource its surveillance and censorship to non-governmental third parties.”
CISA is “working with federal partners to mature a whole-of-government approach” to curbing alleged misinformation and disinformation.8 • CISA considered the creation of an anti-misinformation “rapid response team” capable of physically deploying across the United States.9 • CISA moved its censorship operation to a CISA-funded non-profit after CISA and the Biden Administration were sued in federal court, implicitly admitting that its censorship activities are unconstitutional.10 • CISA wanted to use the same CISA-funded non-profit as its mouthpiece to “avoid the appearance of government propaganda.”11• Members of CISA’s advisory committee agonized that it was “only a matter of time before someone realizes we exist and starts asking about our work.”1

CISA eventually scrubbed the information in a cover up attempt and was less than cooperative with the Congressional sub-committee.
Armed with this information US District Judge Terry Doughty ordered a slew of federal agencies and more than a dozen top officials not to communicate with social media companies about taking down “content containing protected free speech”
