Was Apiao enforcing the law when he was told by a judge he was doing it unlawfully, and unconstitutionally, and to cease and desist from doing it? What about those civil suits he LOST, that had to be paid to his victims of unlawful detentions? What about the civil rights of those that he violated, with his sweeps? Those mayors have a lot of support from their communities and picking a fight with them is not the way to law and order. You should be asking why your congress has done nothing to pave the way to a reasonable fair solution we can ALL live with and not just cater to the right wing noise machine.
