Hello,

Before posting this I tried to read everything possible on the IRS website.

I am a Bulgaria resident, and my friend recently told me about the tax treaty. I graduated from my masters in 2015 and then did my OPT till September 2016.

I was employed as a Independent Contractor and received 1099-MIS earlier this year - I have earned 19,500, and according to the tax treaty (Article 19(1)(b)) I am eligible to exempt from 9000.

I am confused do I just file Form 8233 or do I file Form 8833? Do I need also 1040NR along with a Schedule C? Is there a way I can do that online, since I am back in Europe now?

ANY advice would be greatly appreciated since I am desperately confused.

For the first time, Form 1040NR CAN be filed electronically.

You submit Form 1040NR with Schedule C, and you exempt $9,000 of the Form 1099-MISC income.
