I have a VA W-2 and my state wages are higher than Box 1 of my Federal wages. I am a salary employee. Why is this?

Some states don't allow deductions for retirement contributions ... look at box 12 for the difference.

First, W2s are federal forms. They have sections for federal, state and local taxes. Some states look at taxable income differently then the Feds or local taxing authorities. Even with the Fed, the amount that might be taxable income may be different than the amount that is taxable for FICA purposes.
If you have a concern about the accuracy of your W2 contact your company's payroll department.
