Hello,
I have a question about California Penal Code 12020. It states
That the sale or possession of nunchaku is illegal in
CA except when sold to or possessed on the premises of
A "school which holds a regulatory or business license
and teaches the arts of self-defense."

I would like to know how, under these circumstances,
The head instructor of such a school would go about
Obtaining nunchaku for use in the school. Do you need to apply for a license
In order for a dealer to be able to sell/ship them to you?

Gee, all I know is that is a pretty lethal weapon, no wonder it is subject to regulations!

If you've recited the law correctly, and it's your school, you need to license it like you would ANY business. I can't tell you how to do that, but there are local agencies that can help, or you can hire a CPA who knows what licenses you require. Once you've done that, you meet the criteria the law specifies.

Therefore, you can legally buy the nun things. I doubt very seriously that a dealer will ask you whether you are properly licensed. I'm sure he'll just sell them to you.
