You should really be doing your own homework. Power really does not have anything to do with speed other than applying metered energy. The weight, shape, wind and other variables can also affect speed. I may expend more power than the other but keep in mind the cars are still traveling at the same speed. The wheels may not depending on their diameter as it may take more rotations of a smaller wheel to equal that of a larger wheel. The answer depends on the variables and if you are talking about the whole car or its wheels.
