If you earned income in Turkey, you must file an income tax return for Turkey, and for that you must contact the Turkish government.
If you are a U.S. citizen, you must also file a U.S. tax return, in which you will file either Form 2555 (to claim the Foreign Earned Income Tax Exclusion) or Form 1116 (Foreign Tax Credit), or both.
