I fitted a DIY outdoor tap kit all fitted correctly, but soom as I turn the tap on it makes a noise then cuts the water off ?

Remove the stem check the washer at the end make sure it is not loose and also check inside for any loose object.

I took it all apart all clean rubber OK , fitted it all back together, but still when I turn on it flows water but not a lot I turn the tap a little more I get a thud noise then the water cuts off

Sounds like a flowvalve shutoff. Do you have a high flow shutoff?

Or sounds like a little piece of solder in the pipe. Remove stem and flush out the pipe. Might blow the solder out.

Was there a tap before ? If so, it sounds like something is loose in that hose valve. Make sure stem is sitting tight inside the faucet and as suggested above, washer is not loose. In general, double check your installation
If it is a brand new installation than you may look further down the line to see what generates that noise. Look at plumbing fixtures near by
