Why do scientific journals ask authors to recommend reviewers?

Why not? It helps identify your standing with other scientists, and gives them a list of names to send your article to before they consider publishing it.
They don't make much of a living from journals, so have a small staff who may not be very well versed in your subject.
Too much crap gets through these days.
