What does output limited mean on IBC boiler 28-160

We don't have that many boilers in the Atlanta area but my take would be that the boiler output has been restricted. It may be BTU or water flow. I would suggest you contact maker. I have seen larger gas furnaces rejetted to produce less output and thus a fuel saving.
