I would like to know what the landlord has to keep the heat at during the winter months. My radiator doesn't heat up completely and he keeps turning the heat down. I live in Pittsburgh. Any help is appreciated! Thank you!

Depending on the outside temperature your place must be kept between 61 and 68. What is your temp inside right now?

If you are expecting 75 degrees or more... its not going to happen. Think more like 68 During the day, 60 at night. But as ballingerb1 mentions, what is your inside temp now?

Most states, PA included allow local jurisdiction over the rules that define what a landlord can do and the process of filing a complaint or getting an audit for resolutions are long and pretty useless on those cold days and nights.

As a renter though you have little choice but to be smart and proactive by supplementing whatever heat that's provided with your own invention. Like covering drafty windows and doors, and using space heaters (NEVER the oven), in rooms you occupy. Sure the electric bills soar during the heating season, as it does for renter, landlords and homeowners alike.

I highly suggest you make staying warm at your own budget the priority rather than get involved in a costly process that's heavily weighed in favor of your landlord, and puts you in the position of fighting a legal eviction, or raises your rent.

Such regs are often set by the local govt since average temps can vary within a state. I would suggest contacting the Pittsburgh Dept of Buildings or a consumer advocate in Pittsburgh.

Do you have thermometers in the apartment? Have you documented the inside temperature? Before you can even begin to try and do something about it you have to document the problem. Get a thermometer and photograph it next to something that shows date and time.
