I have replaced all of the interior parts in the tank and the toilet still fills up too much. What can I do to fix it? This is at a complex with 12 toilets and it is the only one with a problem.

It's a simple adjustment of your float device, What kind is it?

toilet float adjustment - Bing video (http://www.bing.com/videos/search?q=toilet+float+adjustment&qpvt=toilet+float+adjustment&FORM=VDRE)

Seems like your toilet is clogged... just check for sure

What exactly "fills up" ? Tank or Bowl ?

If Tank than adjust fill valve
If Bowl than it is clogged in the bowl itself. Get 5' auger and snake it

Hope that explains
