Medical exam? Police report?
Those aren't required. How much have you sent so far?

Visa: and Passport: is about 300 US dollars. The visa takes about one to two weeks and issued from the US Embassy, the Passport is from the Ghana Immigration and takes about two weels.
Medical Exam:Not needed (with exception of a work visa) in that case it is about 25 US dollars.
Police report:Not needed, but a police report in Ghana is about 3 US dollars.
Any other costs other than airplane fare. Most of the above costs are fake. There is no other costs, you will, if I am right be asked at some point for a BTA (basic travel allowance) or some other term saying they need to show money in the bank. That is not true.
The way this work, and it appears to be a scam, since they included the police report, is you send the money for the passport, visa and so on. Then they want travel allowance money, Then.. guess what, on the way to the airport, they are robbed or have an accident, and need money for that, or to replace some documents.
Or they way, they have to bribe some official to leave the nation.
On the airline ticket, if you feel you must pay for it, can be done with a pre-paid ticket, so if the person named on the ID does not use it, you can get a refund.
