The instructions are on the ticket you bought to enter the lottery. If you don't have that winning ticket, then it's a ploy/scam to get your personal information to rob you with.

As was mentioned... you go to the place that sold you your ticket...

There are no free lotteries ANYWHERE in the world. There is no lottery where you do not have to enter to win... and no lottery in the world requires you to pay anything in advance to claim your prize.
