Wish to wire from 4 wire 220v dryer plug to 3 wire 220v welding machine . Do I connect black to black and red to white from welder and insulate and ignore white from dryer outlet?

In the dryer outlet there should be red, black, white and green. On the welder should be black, red and green or bare ground or black, white and ground. Yes? PS it's 240 VAC now
