The anti backfire solenoid appears to be working, and it does click when ignition turned on. I cleaned the plug and regapped but does the same backfire, any help would be appreciated thanks.

I would replace the plug and put fresh fuel in it. The anti-backfire solenoid is to limit the raw fuel entering the hot cylinder on shutdown. It does not guard against all backfire scenarios.
