Last summer, when my 94 civic was left in the sun, it wouldn't start. I would have to wait until it cooled off before I could start it. Now, the car won't start at all. Could this problem be related to it not starting before, and how can I fix the problem?

Yes. Sounds like classic main relay failure, which needs to be replaced. Very common problem with Hondas.
