My lady friend has a live in partner who has a child from his past relationship... the mother of the child has filed an abandonment case, which led to the arrest of my friend's partner. Allegedly because of failure to give child support... They could not bail him out because police say it is non bailable. It seems to me that they are being black mail by the police because they could not consult with PAO office.

I doubt that they are being blackmailed. Police don't have discretion to set bail; there is a schedule of bail amounts in some places for some offenses. I expect that failure to pay child support is not on such schedule.

Laws vary from state to state and country to country. You would have to tell us your location for us to be able to research whether there is a set bail amount for this. Offense.

Bail is set by the arraignment court, not the police.

There are only some crimes that happen that can not have bail. But police only have some crimes they may bail out at arrest.

The remainder have to go before the judge. For most the bail will be the amount of past suppose that is owed

I believe Chuck means "... will be the amount of past- due support that is owed."
