You should be allowed depending on a lot of factors. The process should be similar anywhere in the world. You file a petition for adoption in the appropriate court. Both the mother and father will need to agree. The court will probably order a home evaluation to make sure you can care for a baby. Once this is all complete the court will approve the adoption.

I would NOT consider this without an attorney. So start shopping around for one knowledgeable in Family Law. The attorney can give you the exact details of what needs to be done.

First, where do you live. In you live somewhere like America or UK, is this really a friend, someone you know in person, have had dinner with, know their family ?

If this is merely someone you meet over the internet, it is almost 99 percent to be a scam. Even if there is a real pregnant lady ( often there is not) they will basically "sell" the baby to several couples and never give it to any.

If you are also a citizen and live in south africa, then merely hire an attorney to do the adoption.

If this is an international adoption, you will have to make at least 2 trips there, ( from my understanding) and the process can take up to 2 years. The mother and father of the child will have to sign for the adoption. It will have to be approved though the courts, then you will have to ( file with the embassy in south Africa, and have the adoption accepted there. Then get temp travel documents for the baby.
