Ceramic over ceramic can be done but will add substantial weight to the floor. In addition, you will now be increasing the height of the floor and possibly causing tripping hazards. Ceramic over vinyl is not recommended without an intermediate surface-wonderboard-or something like it. Then you are back to the same issues as noted above.
