Use of existing electric heat cable for 2 129 volt circuits

Your post is quite hard to read, but if I get it you are looking to use an old 12/2 red heat line (Canada I assume) for 120V circuits?
Code wise I would assume no, but practically it is a definite NO to use it for two 120V circuits. If this happens to be a 12/3, with black, red and white then that's a different story.

]Thanks you got it right. Would it be OK if I could run a separate white neutral to handle the 2 120 volt circuits

Against code to run a separate wire unless it is in conduit or a cable tray.
