I replaced Contactor in my unit it was welded and now when outside unit tries to start the Contactor just clicks but if you push it in the unit runs fine and suggestion

I had a tech out that never even testing and electrical and said compressor was shorted out

How can anyone condemn a compressor without testing? My guess is either you have the low voltage from indoors wired wrong to the contactor or maybe you've blown a fuse on the low voltage side indoors.

First of all, find another tech. There are steps to follow when troubleshooting. He sounds like a salesman instead of a tech.
Did you replace the contactor with one of the same voltage? Did you check the voltage at the coil leads? Was this a new contactor? Did you check the continuity of the contactor coil? There is always a lot of troubleshooting to do with control work. It only takes one issue to affect the entire unit.
