My nephew is on probation in the state of Wisconsin. He suffered head injuries in a car accident 10 years ago and has a mental iq of a 12 year old thinking. He does not understand the importance of that you must report to your probation officer certain times. He thinks that he can call them and that's good enough and doesn't see why that is such a big deal that he shouldn't have to go in because of costs of gas. He really is mentally handicapped but nobody has explained this to his probation officer. Now he has a probation hold on him. What can we do to help him through this matter,

Has he been declared legally unfit? If so then ask the courts for and advocate to represent him. With his condition there are still consequences that he has to be held to.

How is he still driving with a 12 yr. old IQ?

I second that... why does he still have a drivers license because he would be an extreme danger to everyone on the road. THere are good reasons why 12 year olds aren't allowed to drive.....and an adult with the mental capacities of a 12 year is no different.

As opposed to... physical IQ?

Your saying that he has low intelligence is probably not going to cut it with the PO. Get a letter from a psychological professional indicating that his unwillingness to go to the PO in person stems from his injury and resulting mental handicap.
