No, it was a woman who told a guy she thought his tractor was sexy. It is a country and western song I commented on once.

I googled it and only found a song, like homegirl stated. So I don't think it means anything. If it does, it sounds like an insult to me.

I think it has origins with the type of person who think a sheep can be sexy... or a goat. Take what you want from that.
