There are no names or location given. There is no way of identifying what kind of facility it is or that its even a treatment facility as opposed to any other venue.

If the person does not have prior permission of every person in video to post it, then yes it would be violation.

But the key point here is "every person in the video." As long as the facility is unidentified and no medical info is revealed, then you would only need to get a waiver from everyone shown in the video.
