I have a w2 that has 2 states on it. I live in wv and the company took out wv taxes the company is in newyork they also took out newyork taxes . My question is on line 15-17 which state do I ues? I tried combining them and separating them when I done my state taxes then it showed I owed the state of new York money , that doesn't make sense I've never worked in new York and I should nt have to pay on the same income twice

If you neither LIVE or WORK in New York, you will submit a tax return requesting a COMPLETE refund of the NY state withheld taxes, because New York has NO LEGAL STANDING to tax your income.
You MAY need to provide NY state a copy of your West Virginia tax return to show them to whom you ARE paying taxes, but, other than that, it should be a relatively easy filing.
You need to tell your employer to STOP withholding NY state taxes. If the employer does not believe you, have them call the NY state tax authorities.
