What is this code?

I suspect it's 334.17 from the National Electrical Code, having to do with securing of non-metalic sheath cable. In brief, cable shall be secured at intervals not exceeding 4.5 feet and within 12 inches of each box. When a single gang box 2-1/4” x 4”or smaller is used without a cable clamp, the cable shall be secured within 8” measured along the sheath.
The outer jacket of NM cable shall extend into the box a minimum of ¼ inch.

Ask the inspector... it could also be nail plates where the cable was not stapled 1-1/4" back form the edge of the stud.
As inspectors pointing out wiring mistakes is how we make the world a bit safer... most of us do it politely with a smile.

Do you mean that you failed the inspection? Can not se e being refused a permit. Without the permit you can't do the work or correct what is wrong.

Sounds more like a rough in situation. They will not let you close up the wall until you meet 334.17. You can read it online.
