You can do so, but since you are residents of LA you will not be able to file in TX until you have lived there 6 months. In the meantime your spouse can file in LA and the divorce will then be done there.

He might even be able to force you to return the children to LA.

So I suggest you move out, file for divorce and, as part of the divorce, ask for permission to move to TX.
